Paper published in Intentional Multidisciplinary Journal during August 2020 Online ISSN : 2277 - 4262

ABSTRACT

Carers wellbeing in training and rehabilitation of persons with disabilities gains priority as poverty, disability and development works as a cause and consequence of each other resulting for deepening of poverty with vulnerabilities for disability.  Having a child with special needs or disabilities needs special environment at family with training and care. The need and care cum training of such children vary depending upon their category and severity of disability. The parents in general and particularly mothers do bear such care cum training in addition to their regular house work. The Rights and Provisions made under these Acts and Policies, Persons with Disabilities needs care and training as part of rehabilitation to get them empowered for improved abilities and thus to be part of mainstream community and to get better solution to the concern of parents that “what will happen to the child after us?”.  Carers can play a key role in the whole processes of care cum training of Persons with Disabilities. The needs of the targeted groups are specific and Careers have to be equipped to do the needful and on the other side, wellbeing of Carers gains priority. The model of disability rehabilitation works with wide service spectrum stating from early identification to empowerment for better living in an inclusive and accessible community. The challenges of Carers and opportunities opened for their development and growth are specific and need based. The initiatives taken up have resulted for significant impact in the lives of Carers and are simple, flexible, scalable, replicable and sustainable.

 Statement of the Problem

The wellbeing of the careers in training and rehabilitation of persons with disabilities (PWDs) gains priority as poverty, disability and development works as a cause and consequence of each other resulting for deepening of poverty with vulnerabilities for disability.

Development and Disability

Poverty, Disability and Development are the cause and consequences of each other and further deepens poverty with vulnerabilities for disability. Water has been added as fourth dimension which control every activity or development on this globe. Water security is the priority area and present situation is alarming to the stakeholders to look for better alternatives with sustainability. In view of such complex and dynamic situation, Disability Rehabilitation (DR) gains priority as the Nation is looking for Disability Free Society (DFS). In short, Disability should be seen as two sides of the same coin as on one side it is concentrating on Rehabilitation (of PWDs) and Prevention (causes of disabilities) on the second side where both have to move side by side with innovative and creative strategies and interventions. The role of Carers with multisectoral and multidisciplinary approaches at all levels gains priority for better coordination with improved effectiveness and efficiency with planned outputs and impact.

EMPOWERMENT OF PERSONS WITH DISABILITIES: ROLE OF COMMUNITY BASED ORGANIZATIONS

The above titled paper has been published in the Edited Book titled "SOCIAL WORK PRACTICES IN INDIA" in July 2020 with ISBN:978-93-88106-17-7.Brief details of the same include:

ABSTRACT

Persons with Disabilities are the most marginalized affecting with stigma, bias, violence, crime and are isolated from mainstream development. In view of paradigm shift from welfare to empowerment with rights, Persons with Disabilities should be part of the inclusive and accessible community with equality, respect, dignity and justice and thus Community Organizations gains priority. Disability is unexpected in any family and do affect the dynamics of the family and community with more vulnerabilities for deepening poverty with poor quality of life. Disability in any family or community is treated as an additional burden as it needs special environment at all places. Poverty, Development and Disability works as a cause and consequence of each other and thus disability gains priority. Government came up with several Disability Acts & Polices to provide training and rehabilitation services and supports to Persons with Disabilities as an empowerment for independent living in an accessible and inclusive community. These processes also work for the prevention of the causes of disabilities to develop Disability Free Society. United Nations Convention on the Rights of Persons with Disabilities and amended Rights of Persons with Disabilities Act provides several rights with the target of inclusion of Persons with Disabilities with equality, dignity and respect like their counterparts in the same community. In view of this, community gains priority as the strategies, interventions, and practices are need based matching to its resources and other dynamics. Community Based Organizations were emerged to work for the rehabilitation cum development of Disability Population with better participation, accountability, responsibility and transparency. Government, Private and Community Organizations working on partnership proved effective and efficient. The strategies, practices and interventions are community based and are simple, flexible, scalable, replicable and sustainable.

Statement of the Study

Persons with Disabilities (PWDs) are the most marginalized affecting with stigma, bias, violence, crime etc., and are isolated from mainstream development. In view of paradigm shift from welfare to empowerment with rights, PWDs should be part of the inclusive and accessible community with equality, respect, dignity and justice and thus Community Organizations gains priority.

GPC Partnership

It is the reality that, Disability is the subject of Government and do face several limitations in reaching disability population and for catering their needs. The key limitations include service delivery systems (SDSs) which are dominant of top down approaches (TDAs) and limited Resources. Knowing this, Government looks for the second player in the form of Private who can fill the gap in Resources to some extent but not in reaching the disability population. The process of working of Government with Private is well known as Public Private Partnership (PPP) which mostly works with large scale infrastructural projects like Dams, Airports, Metro Rail, Power Generation, Roads, and other such which mostly work on business model. With the provision of Corporate Social Responsibility (CSR), Corporate gains priority for giving back (out of their profits) to the People and Community. It is the general observation that Government, Private and Corporate works for the empowerment of persons with disabilities staying away from them or the community. That is one on the key limitations in reaching and serving disability population. The search still continues to look for better alternative player  who stay within or very near to the community and that ends at Community Based Organizations (CBOs), or Civil Society Organizations (CSOs), or Disabled Peoples Organizations (DPOs), or Non Governmental Organizations (NGOs), or Parents Associations (PAs) which works as per the guidelines of Acts under which they got registered. The proposed partnership of Government, Private, and Non Governmental Organizations (NGOs) known as Government Private and NGO (GPN) Partnership (GPNP).

Recommendations

In view of the dynamic needs of the Persons with Disabilities, the study needs to be continued and the recommendations made include:

ü  Create Awareness on the mode of Advocacy on various aspect of Disabilities and ways to move forward to overcome the same.

ü  Encourage for multisectoral and multidisciplinary approaches and practices for effective and efficient service devilry systems both in rehabilitation and prevention of the causes of disabilities.

ü  Support Students and Edcuational Institutions for taking up Projects Works and Research Studies on various aspects of Disabilities with inclusive approaches and practices.

ü  Support to organize Trainings, Workshops, Conferences and Seminars on Disability as part of mainstreamed development.

ü  Facilitate for the development of Content and Publications both in Print and Electronic mode with better availability, accessibility, and affordability for all.

Support CBOs to work with Government, and Private (Corporate) on the mode of Partnership (GPCP).

“Conserve Rainwater to Save the Water for Future

as Water is Priceless Gift of Nature for happy and healthy living”

ABSTRACT

Water is the priceless gift of the nature for the people to develop eco-friendly environment for leading happy and healthy life with better sustainability. It is the fact and reality that there is no life without water which cannot be imagined. It reflects the need and importance of water and its conservation, preservation, utilization, protection, and management. It is the tradition to worship water bodies known as Gangamata. Probably, it is one of the reasons that the poverty alleviation programme has concentrated on Roti (Food), Kapada (Clothing), and Makhan (Housing). In view of the processes of liberalization, privatization & globalization, modernization, business oriented development, and their consequences put more pressure on the natural resources in general and particularly on water resources. All such unhealthy causes and consequences have resulted for water crises both in quantity and quality including encroachment or disappearance of water bodies. Poor availability, accessibility and affordability for ‘Water’ and its mismanagement has affected the development and growth of the People, Communities and Nation with droughts, floods, hazards, disasters, crises, disputes, and violence which finally lowered their quality of life. Nation has got the vision of working for the Sustainable Development Goals for vision of Empowered India. To achieve such goals, efforts are going on to conserve, preserve, & utilize water with effective and efficient management. In this direction, Jal Shakti Abhiyan, a campaign to work for water conservation and water security and Civil Society Organizations do paly a key role to work with Government and Private on the mode of partnership. The models and initiatives are simple, participatory, flexible, scalable, replicable and sustainable to achieve water security.

Statement of the Problem

Poor availability, accessibility and affordability for ‘Water’ and its mismanagement has affected the development and growth of the People, Communities and Nation with droughts, floods, hazards, disasters, crises, disputes, and violence which finally lowered their quality of life.

Jal Shakti Abhiyan

In this direction, the latest initiative is “Jal Shakti Abhiyan (JSA)”, a campaign (launched on 1st July 2019 by Ministry of Jal Shakti, Government of India) for water conservation and water security. The campaign will run through citizen participation during the monsoon season, from 1st July, 2019 to 15th September, 2019. An additional Phase 2 will be run from 1st October, 2019 to 30th November, 2019 for States receiving the North East retreating monsoons. The focus of the campaign will be on water stressed districts and blocks. A large-scale communications campaign has also been planned alongside the JSA involving mass mobilisation of different groups including School Students, College Students, Swachhagrahis, Self Help Groups, Panchayati Raj Institution Members, Youth Groups (NSS/NYKS/NCC), Defence Personnel, Ex-Servicemen and Pensioners, among various others. Jal Shakti Abhiyan will work for Water Conservation and Water Security which aims for making access to Water as a right for All for Life.

Recommendations

The study made on Water Conservation and Water Security has gained priority and need to be continued and recommendations made include:

Ø  Creation of Awareness cum Advocacy on the ways to harvest, store, conserve, and utilize Water Resources and impact on the growth and development of People, Communities and Nation at large.

Ø  Encourage students to be the volunteers as a change maker at all levels of Water Cycle with the use of E-Forums and other Technologies.

Ø  Support students to take up the Project Works & Research Studies with priority on community based strategies and interventions.

Ø  Support Institutes for conducting Trainings, Workshops, Conferences, Seminars, and other such events on various aspects of Water.

Ø  Develop Eco-Friendly Environment with effective and efficient utilization of Natural Resources and thus to secure water for all with better availability, accessibility and affordability.

Ø  Support CSOs / NGOs to work with Government and Private (Corporate) on Partnership (GPCP) basis with Community Based Initiatives (CBIs) for better Participation, Accountability, Responsibility and Transparency (PART) along with Social Auditing and better visibility.

ü  Entrepreneurship: It is the new dimension and in selected cases, groups have been facilitated to venture into Entrepreneurship. More and more opportunities exist in this direction and groups or individuals can avail to be the employer with service to others.

ü  Facilitation and Referral Services: Over the long journey, facilitation cum referral services have been extended to the Disability Population starting from the stage of identification to empowerment both socially and economically. Also supported some of the groups to be the human resources by way of special education both conventional and non formal (distance mode of education) mode. This is also important as Disability Sector needs more and more Human Resources (both qualified and trained).

ABSTRACT

Barriers and poor Access for services and supports limit the growth of Persons with Intellectual Disabilities and further affect their development and wellbeing along with their Families, Communities and Nation with challenges and vulnerabilities. Poverty, Disability and Development works as a cause and consequences of each other and further deepens the poverty with challenges and vulnerabilities. Inclusion covers four domains as Social, Political, Economical and Environmental. This group’s needs are like any normal child with special environment. There exist several stakeholders having specific role and responsibility. Several Disability Acts and Policies are working to support and protect the group with better working frames. The empowerment model of Persons with Intellectual Disabilities works from the stage of early identification to inclusion both socially and economically with better sustainability and improved quality of life.  This model of empowerment does suffer with several challenges but at the same time opens gates with several opportunities. In this process, Government does have several limitations to work on its own and working with Private (Corporate) and NGOs on partnership basis will have added advantages with community based initiatives. Parents can contribute significantly in all the areas with concern and commitment. The initiatives taken up are need based and have resulted for better outputs and impact with effective participation, accountability, responsibility and transparency by improving the availability, accessibility and affordability of services and supports. The strategies, models and interventions developed and implemented are simple, flexible, scalable, replicable and sustainable matching to the dynamics of the group as well as the environment.
