Now the question is who is spending who's money for who's comfort. Who fixed the guidelines and justification for doing such technological innovtion.How such things were accepted in its auditing? 

It is the department who has fixed the rate of Rs, 28 / Rs 32 for rural and urban individuals to fix thier fate well know as POVERTY LINE. Any justification for fixing such rate or spending lavishly for latrines?  

Now the people and people's representatives should see the reality before fixing the line of POVERTY.Let live in the reality before fixing the same.
