ABSTRACT
The service delivery systems have
become costly and face several limitations in reaching the targeted population
with need based resources both quantitatively and qualitatively. The PRIs which
works dominantly with top down approaches in catering the needs of the
communities results for limited results with mismatch between the supply and
demand. The challenges of PRIs can be taken up as an opportunity with
innovation and creativity. The use of technologies with better connectivity
works for the effective utilization of resources with improved participation,
accountability, responsibility and transparency. Civil Society Organizations
works on not for profit basis with better flexibility with people for the
people. CSOs have got the opportunity to work with bottom up approaches
matching to the needs and vulnerabilities of the people. The suggested model of
PRIs-CSOs works effectively with better coordination as an ownership and
balances the top down and bottom up approaches with innovation and
creativity.
Key words: Access, Marginalization, Empowerment, Inclusion,
Development, Sustainability, Quality.
