GOOD GOVERNANCE: OPPORTUNITIES FOR NGOs IN SUSTAINABLE DEVELOPMENT

ABSTRACT

Poor in decision making, implementation, utilization of resources, service delivery, monitoring, evaluation, documentation, reporting, impact and tracking affect health and wealth of the people and communities. It is the fact that Nation has got sufficient resources to cater the needs of its people but not their greed. The benefits of Liberalization, Privatization and Globalization, shift from People oriented Development to Business oriented Development and Service Delivery Systems have limited reach to the people in general and particularly poor and ruralites. Majority of the strategies and initiatives are dominated with top down approaches and are costly compared to that of the benefit reached to the people. The increase in population and luxury living are putting higher demand on water, food, land, housing, employment and other human critical needs affecting larger population. The causes and consequences of industrialization, urbanization, transportation, sewerage, waste disposal, luxury style of living, increase in population, exploitation of natural resources, power generation, food processing, and other man made activities have resulted for hazards and disasters which further resulted for global warming and climate change and are alarming to the stakeholders. The opportunities in the form of Good Government with Government, Private, Corporate, NGOs and others will work for the achievement of Sustainable Development and further move towards the vision of New India. The initiatives are need based and effective to work by the people for the people. The strategies, initiatives and models are simple, flexible, replicable, scalable and sustainable matching to the dynamics of the people and communities.

 Statement of the Problem

Poor in decision making, implementation, utilization of resources, service delivery, monitoring, evaluation, documentation, reporting, impact and tracking affect health and wealth of the people and communities.    

Initiatives

The author has worked with Government, Private and NGOs and having good connectivity in working for the development of people and communities covering larger parts of the Nation. Some of the initiatives taken up by the author during the last four decades includes:

ü  Awareness cum Advocacy Programmes to understand the dynamics of the targeted groups and their living communities, and disseminate the processes of development from all sectors.

ü  Mapping, Identification, Assessment, Protection and Management of Water Resources with better visibility.

ü  Rainwater harvesting, collection, filtering, storage, and utilization on one side and recharge to ground water with suitable structures with local resources on the other side.    

ü  Surveying, mapping, data collection, storage and processing, assessment and estimation (both qualitatively and qualitatively), safe excavation of natural resources (minerals).  

ü  Use of Geotools (like Geology, Geophysical, Hydrological, etc.) supported with GPS (Global Positioning Systems) and GIS (Geographic Information Systems) and other data collection, storage, processing and interpretation software for mapping and management of minerals as part of healthy geoenvironment.   

ü  Assessment and protection of Environment from all possible pollutants with better ways for happy and healthy living.   

ü  Mentoring NGOs working on various needs of people and aspects of communities for improving the systems with better access.

ü  Mobilization of resources for NGOs from Government, Private, Corporate (Corporate Social Responsibility – CSR), Financial Institutions, Funding Agencies (both National and International), and others.  

ü  Connecting Government, Corporate and NGOs to work on the mode of partnership known as GPNP.     

ü  Organizing Trainings, Workshops, Conferences, and Seminars for targeted groups on various platforms.

ü  Sharing and dissemination of information by way of publications in various journal and books and e-forums.   

 The initiatives taken up are innovative and creative matching to the needs of the people and communities. The effectiveness and efficiency of the models and systems developed have resulted for outputs with significant impact among the groups as well as the communities. Majority of the initiatives are going on to reach the groups and to achieve sustainability of the People, Communities and Nation.   

 Conclusions

The study made is very much relevant to the people, community and Nation and some of the conclusions emerged include:

ü  It is the fact that Nation has got sufficient resources to cater the needs of its people but not their greed.

ü  The shift from people oriented development (POD) to business oriented development (BOD) has exploited the natural and other resources.

ü  The benefits of the development have not reached the people in general and particularly poor and ruralites.

ü  Majority of the strategies and initiatives are dominated with top down approaches (TDAs) and thus the cost of service delivery is much higher than the benefit reached to the targeted groups.

ü  Increase in population and luxury living (of small group) are putting higher demand on water, food, land, housing, employment and other human critical needs and affecting larger population.

ü  The causes and consequences of industrialization, urbanization, transportation, sewerage, waste disposal, luxury style of living, increase in population, exploitation of natural resources, power generation, food processing, and other man made activities have resulted for hazards and disasters which further resulted for Global Warming and Climate Change.

ü  The development which balances all the four domains or areas will work for better sustainability with inclusive, accessible and empowered environment or community.

ü  The initiatives of Government in working for the development of People and Nation is expected for better participation, accountability, responsibility and transparency (PART); making products and services available, accessible and affordable (3As); acts as a channel of empowerment; and better growth in an inclusive environment which finally improves the wellbeing of all with better equality and equity.

ü  Nation has got the vision of New India and accepted to work for the achievement of targets and indicators of Sustainable Development Goals (SDGs) by 2030.

ü  The principles or elements of Good Governance are interrelated and works as a cause and consequence of each other and rule of law will improve all others with better frame of administrative, financial and technical and even to mobilize resources from all sectors like Government, Private, Corporate, Funding Agencies, Donors and others.

ü  The frame of working for the development of NGOs covers Legal, Administrative, Financial, Resources – RIC and Technical (LAFRT).

ü  The challenges of Good Governance affect the governance and development on one side and People, Communities, Environment and Nation at large on other side.

ü  The wellbeing of the people and communities is poor with vulnerabilities, marginalization, and isolation with wide gap between urban & rural and rich & poor and this situation is alarming to the stakeholders.

ü  The output and impact of opportunities should work for good governance; need based and participatory development; effective and efficient service delivery systems; monitoring and evaluation; social auditing; and reporting and to develop inclusive and accessible environment.  

ü  While working with opportunities, in addition to Private (including Corporate), Government will depend more on NGOs in achieving its targets and indicators of Sustainable Development Goals (SDGs) and New India or Empowered India or Developed India.      

ü  The processes of NGO development and support from various stakeholders will certainly work for the sustainability of NGOs with better stability and to serve people and communities more effectively and efficiently.      

ü  The outputs and impact of Good Governance in Government, Private and NGOs and working on the model of partnership (GPNP) will support for the development of strategies, systems and service delivery channels which will improve participation, accountability, responsibility and transparency (PART) and will keep products and services available, accessible and affordable (3As).

ü  The initiatives taken up are innovative and creative matching to the needs of the people and communities. The effectiveness and efficiency of the models and systems developed have resulted for outputs with significant impact among the groups as well as the communities.     

ü  The strategies, initiatives and models are simple, flexible, replicable, scalable and sustainable matching to the dynamics of the people and communities.   

 Recommendations

The processes of Governance and Development have to be continued matching to the needs of the People and Nation and recommendations made include:

ü  Government should support and encourage Private (Corporate) and NGOs to work on the model of Partnership as GPNP.

ü  Conduct more and more Awareness cum Advocacy programmes for making the people to known their living environment and ways to move forward for better living.

ü  Support for the implementation of the provision of Right to Information (RTI) for Good Governance as a channel of empowerment.

ü  Utilize the valuable experiences and expertise of Senior Citizens who can be a guide, advocate, facilitator, trainer, change maker and can bridge the gap with connectivity to the younger generation.

ü  Encourage and support students to take up study, project works and research in the area of Development, Good Governance, and NGOs.

ü  Organize Workshops & Seminars and develop & use E Forums for effective sharing and dissemination including publications.
