More on BADHTE KADAM 2011

Badhte Kadam 2011 will be different from last year’s programme !!

We have developed more proactive goals:
  • Create more opportunities for participation in the community for People with Disabilities; encourage more responsibility from the community for People with Disabilities and their parents regarding their rights (including accessibility and barrier free environment) through cross disability melas featuring traditional performing arts;
  • Enable and empower People with Disabilities to access National Trust and other governmental schemes;
  • Change attitudes in order to help people understand disability in a development context;
  • Continued awareness raising as attitudes & knowledge on disability are the major barriers for inclusion & participation of People with Disabilities; and
  • Celebrate diversity
The melas will be held throughout every State in the country except for Sikkim and State of J&K  and will include creative methods for disseminating information and educating the public.  Some of the major activities in melas may include counseling for parents, puppet shows, shadow plays, Nukkad Natak, ARUNIM Stall, singing and drawing competitions, cultural activities, stalls for essay writing, sames, poster contests, painting, sports competitions, job fairs for Persons with Disabilities, promotion of  available assistive services, legal aid services, UNCRPD Information, Right to Education (RTE-2009) and Right to Information (RTI-2005) stalls, information regarding  National Trust and State and local programmes and schemes and food stalls.   Cross disability melas will be featured.
We are partnering on this awareness campaign through our Lead Organisations in every state, State Nodal Agency Centers (SNAC) and NGOs.  Each State/Union Territory (UT) will have approximately six volunteers travelling to the melas with different route partner organizations.

BADHTE KADAM 2011 AT MANOCHETANA

Dear All

In continuation to the earlier BK events of 2009 and 2011 of the National Trust, New Delhi, It is continuing its efforts of reaching the targeted groups with creative and innovative approaches during 2011 also. This programme will start on 3rd November in the state of Andhra Pradesh. 

As per the schedule, Manochenata will be coordinating this event on 5th Nov. at Warangal. Please join this programme and support the same for its grand success as it is the best initiation to work for the empowerment of the person with disabilities with rights as an inclusion.

How cities can improve mobility and clean environment??????


Dear All

Please find the suggestions made in respect of the above cited key challenge (as published in the Down to Earth) faced by most our cities as:

Yes, MOBILITY and CLEAN ENVIRONMENT are the key issue in general and particularly for the metropolitan cities. 

SWOT of the situation helps to known the challenges and opportunities to come out of this complex and dynamic environment. Other suggestions includes:

1. Enhance the public transport system with matched frequency, quality and affordability. 

2. Create awareness among the stakeholders in respect of causes and consequences of pollution and other hazards.

3. Entourage group travelling by the community, employers and other such sectors.

4. Discourage or minimize individual travelling for regular visits like: employment, marketing, entertainment and other group activities.

5. Train and use youth, NCC, NSS and other clubs for creating better awareness, monitoring and evaluation with grass root realities. 

6. Coordinate with the NGOs, CBOs, DPOs and other civil society organizations for coming out innovative & creative strategies & interventions with better accountability and transparency and further to bridge the gap between the authorities and people at grass root level.

6. Utilize the public and community places for developing greenery with community based approaches. 

7. Use e-technologies for creating better connectivity during the whole process of Design, implementation, monitoring and evaluation  (DIME)with better accountability in transparent environment. 

These measures will certainly helps us to enhance the mobility with clean & green environment.

E - PANCHAYAT - CONCEPT & MODEL

Our slogan goes on... India is Developing....

Question is how long????

On one side, issues, challenges, vulnerability ... is ever increasing .. making the people to struggle for the basic needs ... deepens the vulnerability ... may lead for hazards, disasters, conflicts.... 

For the common man, seeing all these issues in the media both print and electronic could not understand what is going on ?... What is going to happen?..... 

Under these circumstances, the unrealistic announcements like drawing a line or defining the line of BPL creates further confusion. This will further leads for frustration, negative thinking... many such unpleasant situations. 

Our population is going on increasing with out balancing its resources and thus dis - balances the resources with people's demand. On other side, pollution, shortage of agricultural inputs.. leads for lowering of production drastically.

In view of all these both natural and man made challenges, we all can work out for better solutions with sustainability. In only needs our commitment with accountability and transparency (CAT).    

Tuning the advancement in the technologies, the concept and  model of E-PANCHAYAT is the need of the hour and we all needs to support for its utilization with sustainability.

I will be posting more on this including its utility, advantages, efficacy and impact.

BPL ??????????????????

Dear All

Hope, the authorities have listened the voice of the people in respect of the proposed expenditure limit like: Rs.32/persons/day and Rs.25/persons/day for urban and rural respectively. Now, it is understood that these limits are arbitrary and needs to rethink on this. 

As suggested earlier, before doing such imaginative or out of the environment decisions, it is better to implement  it on experimental basis with varied parameters and environments. Why this simple technique was missed before doing such needy limit which affects the lives of the majority of the people in out country. One of the key factor missing in all these estimates is that of living out of the box. Living at distance from the targeted group, it is easy to assume or present things with colour and technology. 

Our aim should be to eradicate the poverty rather than removing the poor people.  

Hope, now there is move to rethink on this key issue and expect to see better perspectives for eradicating the POVERTY.

DEFINING BELOW POVERTY LEVEL (BPL) ??????????


Dear All
Now the present hot topic is how to define and draw a line of poverty. It is the key issue and every one is discussing about this as its precision leads for designing several welfare programmes and further to extend needy support for the targeted groups. 


Down to Earth has brought out an interesting information on this and comments made on this are as follows:

It is the right issue before us to draw the line for identifying BPL's. With due respect, having advantages and limitations of several criteria mentioned in the article, the real BPL householder were excluded and others were included. This is clear if any one go through the existing white ration cards. More APLs are having white rations cards i.e. BPL.
This issue needs to be addressed in two ways as:
@ Framing of Criteria:
Income and consumption should be taken into criteria. Now a days having a two wheeler, cell phone, toilet, house, children going to education and access for other basic needs have become common due to several governmental and non governmental welfare schemes. In spite of all these challenges in framing the criteria, the exclusion become more than the inclusion of the real BPL and vice a verse for other APLs.
@ Survey:
More problems comes at this stage. Due to various pressure and compulsions,the targeted groups were not able to reach the team. This may be due to poor awareness, poor access and so on which vary from community to community and village to village.
What to do?
Knowing the challenges helps us to transform it into an opportunity with innovation. The answer is simple.
1. Make Panchayat Raj Institute (PRI)accountable for this job.
2. Ask PRI to make a registry of all the households with all the parameters.
3. Involve the stakeholders at all levels &
4. Create participatory and transparent environment as a singe window system.
... this data helps not only for drawing the line between the BPLs and APLs but also for other developmental programmes.
Hope these simple measures certainly improves the mapping of BPLs and thus to work for the reach the right persons with right support.
