EMPOWERMENT OF PERSONS WITH DISABILITIES – ROLE IN NATION BUILDING

ABSTRACT
The Persons with Disabilities (PWDs) have got special abilities and their rehabilitation & skill development as an empowerment will significantly contribute for the Nation’s Building. It is the fact that Water, Poverty, Disability and Development work as a cause and consequence of each other. The Missions like Clean India, Skill India, Digital India, Make In India, Startups India and Accessible India works for the Nation Building with Vision – 2022. Disability Population (PWDs) do have several needs covering areas of Social, Economic, Individuals, Political, and Environmental (SEIPE). There exists several Acts and Policies to address the needs of the Disability Population. The model of Disability Rehabilitation works from the stage of early identification to empowerment which includes prevention of the causes of disabilities and development of accessible environments. Civil Society Organizations do play a key role in empowering Persons with Disabilities by working with Government and Private on partnership basis. Once got empowered and for given opportunity, Persons with Disabilities in general and particularly women can be part of the Nation Building with better effectiveness and efficiency. The models and strategies developed and implemented are simple, flexible, scalable, replicable and sustainable matching to the dynamics of the given environment.

Statement of the Study
The Persons with Disabilities (PWDs) have got special abilities and their rehabilitation & skill development as an empowerment will significantly contribute for the Nation’s Building. This group needs to get their rights, space and opportunities to live and contribute to People and Nation at all levels like their counterparts.    

Initiatives

Having experience over three decades, author has taken up several initiatives and some of them were shown in Fig. 10. The key reflections include:

ü  Awareness cum Advocacy: Several Programmes have been conducted for various groups to understand the needs of Disability Population, get better Acceptance, Acts & Policies, Schemes & Benefits, and other Service Support Systems. This helped to reach the groups both quantitatively and qualitatively.

ü  Rehabilitation and Empowerment: Through the channel of several selected CSOs / NGOs, supported for the Training and Rehabilitation of PWDs as an Empowerment and able to work for their inclusion. 

ü  Trainings and Skill Development: Conducted several programmes and supported for their improved employability for open employment or self employment or group employment.   

ü  Employment / Livelihoods / Income Generation Programmes: With suitable mode of revenue generation, economical empowerment of PWDs has been achieved with the active participation of their Parents. Majority have preferred to work towards self employment at home with the support of parents or group employment (self help groups – SHGs) at community with tie up with nearby CSOs / NGOs and other service minded local federations both for resources (including raw materials) and marketing.   

ü  Entrepreneurship: It is the new dimension and in selected cases, groups have been facilitated to venture into Entrepreneurship. More and more opportunities exist in this direction and groups or individuals can avail to be the employer with service to others.      

ü  Facilitation and Referral Services: Over the long journey, facilitation cum referral services have been extended to the Disability Population starting from the stage of identification to empowerment both socially and economically. Also supported some of the groups to be the human resources by way of special education both conventional and non formal (distance mode of education) mode. This is also important as Disability Sector needs more and more Human Resources (both qualified and trained).    

ü  GPN Partnership: With selected NGOs, tried for the GPN Partnership along with the support of Financial Institutes, Funding Agencies (both National and International), Foundations, and other Stakeholders at all levels. More and more need to be worked in this area as it only supports for the Sustainability of the Disability Population’s Development and to minimize the impact of Disabilities which includes Prevention of the causes of Disabilities.   

ü  Workshops & Seminars: Conducted several Workshops and Seminars at selected NGOs on various topics related to Disability Sector and able to reach stakeholders and contributed significantly for the development of Disability Population.   

ü  Mentoring: Understanding the key role to be played by the NGOs and their dynamics both in Urban and Rural areas (better preference), selected NGOs have been mentored for integrated and sustainable development. Some of the NGOs’ development and contributions have been appreciated at all levels and got the support of Funding and Awards with better image on its systems and values.   

ü  Presentations & Publications: The developed models and its outcome with impact have been presented at various Forums, Workshops, Seminars and other such events. This has helped to reach various groups covering: Disability Population, Parents, Siblings, Family Members, Students, Youth, Community Members, Service Organizations, Federations, Financial Institutes, Funding Agencies, Professionals, Donors, and other Well Wishers.  The process of Publications (an inclusive and integrated model of approaches & studies) in various Journals (National and International) have improved the visibility and image of the selected Disability Groups and NGOs who are committed for the empowerment of PWDs. 

ü  Project Works and Documentation: Facilitated for the completion of Project Works of Students of Master Degrees of both Regular and Distance Mode and contributed for integrated and inclusive studies which preferably supports for mainstreaming of Disability Population. At selected NGOs, systems and documents have been developed with better visibility as an evidence based supports covering what they are doing, what they have received, how they have implemented and what are the outputs & impact.     

ü  Sharing & Dissemination – E Forums: The systems & documents developed, presentations & publications made have been shared and disseminated to larger groups with twin advantages of expressing what was done and to receive guidance & supports. With limited use of physical mode, E Forums like: emails, face book, bloggers, linked In, twitter and other such mode of communication have been used effectively with dynamic connectivity. Such sharing with visibility has helped PWDs and NGOs to get better supports from all the Sectors / corners covering both National and International origin.    

All such initiatives taken up over the last three decades have supported for the identification, training, rehabilitation, development, and mainstreaming as an empowerment have resulted for significant outputs & impact with change in PWDs’ life in an accessible, inclusive, friendly, and sustainable environments & communities. The empowered Disability Population have got motivated to be part of the development and contributed for Nation’s Building. 

 Recommendations
Nation’s Building is the continuous process and every one need to be part of this in general and particularly Persons with Disabilities and recommendations made include:

1.       The impact of Disability should be minimized with need based strategies and interventions which includes prevention of the causes of disabilities.   
2.       Disability Population with category and severity along with social-economic condition should be mapped accurately with accessible database.
3.       Disability Acts and Policies should be implemented in word and spirit with better accessible and affordable service delivery systems.
4.       Support DPOs & CSOs to work with Government and Private on Partnership basis tuning to the model of designing, implementation, monitoring and evaluation.
5.       Support PWDs to be the entrepreneurs with input and output supports with special provision when required.
6.       Create scope for the PWDs to be in the Political representation to support their wish of “nothing about us without us” & to answer the concern of parents that “what will happen to the child after us?”.
7.       Every possible opportunity should be created with better access & space for Disability Population to get empowered for self and to contribute for the Nation.

ABSTRACT

Barriers and poor Access for services and supports limit the growth of Persons with Intellectual Disabilities and further affect their development and wellbeing along with their Families, Communities and Nation with challenges and vulnerabilities. Poverty, Disability and Development works as a cause and consequences of each other and further deepens the poverty with challenges and vulnerabilities. Inclusion covers four domains as Social, Political, Economical and Environmental. This group’s needs are like any normal child with special environment. There exist several stakeholders having specific role and responsibility. Several Disability Acts and Policies are working to support and protect the group with better working frames. The empowerment model of Persons with Intellectual Disabilities works from the stage of early identification to inclusion both socially and economically with better sustainability and improved quality of life.  This model of empowerment does suffer with several challenges but at the same time opens gates with several opportunities. In this process, Government does have several limitations to work on its own and working with Private (Corporate) and NGOs on partnership basis will have added advantages with community based initiatives. Parents can contribute significantly in all the areas with concern and commitment. The initiatives taken up are need based and have resulted for better outputs and impact with effective participation, accountability, responsibility and transparency by improving the availability, accessibility and affordability of services and supports. The strategies, models and interventions developed and implemented are simple, flexible, scalable, replicable and sustainable matching to the dynamics of the group as well as the environment.

Statement of the Problem

Initiatives

Author has got wide experience in the Social Sector with multisectoral and multidisciplinary approaches which works for the development of the people in general and particularly poor & marginalized groups in an accessible & inclusive environment. Some of the key initiatives conceptualized, developed and implemented at selected NGOs include:
ü  Understanding the position of having a child with disability in any family which demands for special environment and support even for day to day work covering Activities of Daily Living (ADLs).
ü  Awareness cum Advocacy covering a basic frame of: whom to do?, why to do?, what to do?, where to do?, when to do?, how to do?, and what is expected output & impact? so that the service providers can understand the challenges, vulnerabilities and needs of the targeted groups.
ü  Training of Parents to know the realities of their children and role to be played for developing such children.
ü  Training of Teachers (Special Educators) to work with wide service spectrum starting from the stage of early identification to empowerment with innovation and creativity.
ü  Mentoring of NGOs and PAs with need based systems which are dominant with bottom up approaches (BUAs).
ü  Documentation, Connectivity and Networking with the Stakeholders for better participation with further sharing and dissemination.
ü  Supported Forums, Associations and Federations to reach the unreached with need based systems and solutions.   
ü  Supported Seminars, and Workshops for presentations and to empower the groups for better sharing covering technical, administrative, financial and legal aspects including monitoring & evaluation for better sustainability of the systems and service providers.
ü  Published the developed and implemented models, strategies, solutions, outputs, and impact in various journals (both National and International) and got acceptance. Some concepts have been taken up for further study and research at Universities and other Institutions.    
ü  Some of the mentored NGOs have got recognition both at National and International levels by way of Projects, Resources, and Awards.       

Recommendations
Based on the challenges, opportunities, outputs, impact and need of continuation of the study, recommendations made includes:
ü  To conduct more and more Awareness cum Advocacy Programmes to reach the unreached with data base registration at PRI level itself.
ü  To encourage Students to associate with NGOs and do Project Works & Research Studies with innovation and creativity.
ü  To connect, network and coordinate with the grass root institutions to address the needs of Disability Population with Community Based Initiatives.
ü  To work for the effective implementation and utilization of the rights & other provisions of UNCRPD and RPWD Act 2016.
ü  To work for the Human Resources Development with priority for Parents, Siblings and other Family Members.  
ü  To support NGOs to work with Government, and Private (Corporate) on Partnership basis from early identification to empowerment.    
ü  To develop accessible environments from home to work place with effective participation and utilization.
To develop more and more Life Care Centers to answer the concern of every parent that “what will happen tot eh child after us?”

ABSTRACT
Ageing is the reality and everyone has to undergo this process. In view of the limited local opportunities and rush for business oriented growth and development, the family dynamics got affected leaving senior citizens or elder persons either for their own mercy or to protect their family and children as supporters. The process of Liberalization, Privatization and Globalization, in addition to business oriented development has added its share in widening the gap between the rich and poor with vulnerabilities for marginalization and unhealthy migration. Senior Citizens have to be seen as two sides of the same coin where on one side needs care cum rehabilitation and on the other side can be valued human resources as asset to the Nation. Government of India came up with ‘The Maintenance and Welfare of Parents and Senior Citizens (MWPSC)’ Act in 2007.  It also made provisions, to run homes for the older persons either on their own or through Civil Society Organizations. The concept of home after home for older persons should be the last priority after home and community. The Private Industries and Corporates are supporting Government and CSOs for the wellbeing of elder persons or older persons or senior citizens. In spite of the best efforts of Government, still senior citizens are the most vulnerable particularly women and are leading poor quality of life (QOL). United Nations has declared the theme as “The Journey to Age Equality” which has become part of Sustainable Development Goals. The limitations or challenges of Homes and CSOs can be accepted to make them as an opportunity. The pattern of Government, Private and CSOs working on partnership basis do result for effective service delivery systems. The measures taken up are effective and resulted for better results both in urban as well as in rural areas. The initiatives and approaches used are simple, flexible, scalable, replicable and sustainable matching to the dynamics of the given environment.

Statement of the Problem
Unhealthy Family dynamics and issues of ageing have resulted for social and financial insecurity of Senior Citizens particularly women affecting their quality of life and forced for migration or isolation staying away from the home.

Initiatives
Author is in the development of Social Sector for more than two decades and working with priority for Senior Citizens. Some of the initiatives taken up includes:
ü  Creation of Awareness on the Acts, Policies, Schemes and Benefits for the Older People living in both Rural and Urban Areas.
ü  Counselling and guidance at Family, Community and Home level for better acceptance of the realities and ways to move forward with positive attitude.    
ü  Connectivity with Senior Citizens Forums / Associations and motivation for forming more such forums.   
ü  Interactions and discussions with such forums for developing activity plans with local priorities.
ü  Visit to Homes for Older Persons run by CSOs / NGOs situated both in Rural and Urban Areas.
ü  Developing & mentoring selected Homes (mostly on Residential Mode) run by register CSOs / NGOs.
ü  Facilitating Home run by CSOs / NGOs for getting Income Tax Exemption, FCRA, registration with Government & Private Bodies, and other such legal requirements.
ü  Mobilization of Resources in terms of Recurring, Infrastructure and Corpus (RIC) with team management.
ü  Meeting and sharing updates with the groups of Senior Citizens at Community, District, State Level and Celebrations on various occasions.
ü  Development and sharing of Guidelines for running Homes matching to the concept of minimum standards of living specified by Government (NITI Aayog) and other authorized Agencies.  
ü  Use of Technologies and E Forums for Effective sharing, dissemination, discussion, clarifications etc., on virtual basis.
ü  Paper presentations on models and initiatives taken up and to be taken up for the happy, healthy and active ageing leading for improved quality of life (QOL).
ü  Regular visits to selected Homes for updates, monitoring, evaluation and better ways for betterment in services, supports, resources and sustainability.
ü  Articles in various Newsletters, Souvenirs, Blog, and other E Forums with wider reach to the targeted groups as well as general population.
ü  Publication of study papers in National and International Journals with priority that Senior Citizens are the valued Human Resources and asset to the Family, Community and Nation.  

The initiatives take are simple and effective to develop need based Centers for making Senior Citizens happier and healthier with active ageing.

Recommendations
Having accepted Senior Citizens as valued human resources and asset to the Family, Community and Nation, the recommendations made include:
ü  To create Awareness cum Advocacy on the Acts, Policies, Schemes and Benefits extended by the Government, Private, Corporate and CSOs to targeted groups and other Stakeholders.
ü  To strengthen Family Systems with values for better connectivity, harmony and happiness so that elders can eb part of the family.
ü  To develop need based Care cum Rehabilitation Centers (preferable at Community Level) with better access and affordability for happy, and healthy ageing.
ü  To support for the economical security of Senior Citizens with need based Centers for skill development, employment, livelihoods, income generation and other such matching to the dynamics of the local community / environment.
ü  To develop Grievance cum Facilitation Centers (preferably at Community Level attached with Day Care Centers) for better access, utility, harmony, monitoring, evaluation and social auditing and thus making family & community more participatory, accountable, responsible and transparent (PART).    
ü   To support CSOs to work with Government and Private / Corporate on (GPC) Partnership for better sustainability of the Service Providers who in turn can work for the wellbeing or wellbeing of Senior Citizens.   
ü  To support Students for working Senior Citizen’s welfare, security and protection at Family, Community and Care Homes.
To support Educational Institutes and Researchers for taking up research with integrated approaches covering Medical, Social and Economical (MSE) aspects of Senior Citizens.
