SWOT OF IRRIGATION

Congratulations to the author to bring out such important study. It is the need of the hour to understand the SWOT of Agriculture. It is beyond doubt WATER play significant role in shaping the development of the nation with better sustainability and quality. Even the move towards the creation FOOD SECURITY needs to support the Agriculture / Farmers to get the maximum production with due weightage to the health & wealth of the environment.  

In addition to the three components listed as Land, Water & Labour, the Agriculture / Farmers needs many other supports which are lacking at present and thus resulted for low production and further lowered the quality of life of the Farmers. The other supports the Farmers or Agriculture requires includes:
1. Inputs like seeds, fertilizers, pesticides, etc.,
2. Priority for organic farming,
3. Financial support including the linkages with the banks and
    other financial institutes,
4. Technical guidance for better production,
5. Suitable facilities for storage,
6. Facilitation for marketing including cooperatives, and
7. Other supports from time to time.


Certainly, such measures improves the agri production in terms of both quantity and quality and further to move towards better FOOD SECURITY

Is coal mineral or bioresource?

Probably the point of discussion on COAL should move from the definition to say "Is coal mineral or bioresource?" (DTE, 15th April 2013) to the challenges while both at exploitation and power generation. These challenges includes:1. It is true that COAL is non renewable energy source and most important source for energy generation.
2. It causes for the resettlement of the habitats and affects the quality of life of the PAPs and others in general,
3. At the stage of exploitation, it affects the eco-system including the the most precious natural source "WATER", and
4. While generating power, the process causes for air pollution and contributes significantly for warming up of the area, including health issues.

Knowing the SWOT of COAL as an Energy Source, the need of the hour is to think for effective exploitation and utilization of COAL which includes:1. Accurate mapping of Coal Resources including qualitative and quantitative estimates,
2. Modern tools of Geophysical (Surface, & Subsurface) supported by Geological will improve the accuracy,
3. Have miming plans with maximum priority for the health & wealth of the people & environment,
4. In case of resettlement, all the PAPs should get matching resettlement & rehabilitation packages so that their qualify of life should be at least equal to that of the one what they had,
5. Afforestation should be higher than what the process is going to damage,
6. See that wastages both at mining and power generation should be dumped / treated properly before dumping,


In addition, there exists several such measures needs to be taken to balance the health and wealth of the MOTHER EARTH which automatically supports for the health and wealth of the people.

Yes, it is the reality at the grass root(Nuclear shadow over Gujarat village, DTE, 16th March 2013) and people still have several doubts about the Nuclear Energy Source (NES). It is true and right from the point of local people. The lacuna is from the side of policy makers / planners / developers. In this direction, two key issues are:
1. Lack of information in respect of advantages and disadvantages to the local people / project affected people (PAPs) &
2. Previous such developments which resulted for adverse impact on the health & wealth of the people & environment.


Recently, it was in the media that Gujarath is doing very good work in the area of Solar Energy Source (SES) and planning to use all the highways and railway tracks for producing larger energy. In view of such alternatives available, the planners should convince the people in general and PAPs in particular.

People in general will accept for the developmental activity / projects provided as long as it is going to benefit their health & wealth including environment. When the larger benefits is going out of their area, with adverse effect on the local people & area, certainly every one will oppose.

After exhausting all the safer energy sources, still if it is essential and need based, one can move for NES with precautions such as:
1. adopt participatory strategies / approaches with the stakeholders and the PAPs
2. allow PAPs to participate at all levels
3. do the environmental impact assessment (EIA) and the social impact assessment (SIA) with the participation of the local people including PAPs with priority
4. address the need, advantages and disadvantages of such energy production
5. assure what compensation is going to be given for the loss of land and livelihoods (Rehabilitation)
6. in case of shifting the villages, specify what compensation is assured in terms of land, housing, livelihoods, community facilities etc. (Resettlement)
7. implement the Resettlement and Rehabilitation before starting the project rather than asking them to shift with out doing RR
8. try to protect the environment and other natural resources
9. see that the PAPs quality of life is at least similar to that of the one they had before shift


Certainly such measures will help the planners /implementers to get the acceptance from the people in general and PAPs in particular.

COMMENTS ON "VEGGIES DELIGHT"

Congratulations to the farmers for bringing the change in vegetable production (Veggies delight DTE, April 15 2014) which has improved their health and wealth. Storage facilities are the real barriers in gaining the maximum benefit from their production.

Though this shift is giving the benefit, still for better sustainability on long run attention is require for the following measures such as:
1. use of heavy chemicals in various forms
2. soil pollution
3. water pollution both surface and groundwater
4. health of the farmers from chemical pollution
5. loss of soil fertility
6. loss of advantages of shift agriculture
7. reduced production (60% to 25 % of paddy and other cereals
8. imbalance in diet systems
9. challenges of malnutrition
10. other consequences.


Though the shift is welcome from the farmers side, there is a need to balance the production keeping the need so the local people.

With this pattern of balancing,farmers can do wonders to improve the their health & wealth as well as environment with improved sustainability and quality of life.

Yes, as mention in 'A fluid right' (DTE, 15th March 2013), access for water and sanitation should be a RIGHT. Though several rights exists for several other critical human needs, still, the commitment for the implementation with effective service delivery system is not matching to reach the people. In this direction, it appears required resources are available but not accessible and affordable by the larger groups. As a solution, one should look for the concept of 3As which stands for Availability, Accessibility and Affordability where the improved 3As can help for need based service delivery systems.

To move forward, the change agents should look for:

$ work for access for water & sanitation as a right,
$ improve 3As,
$ simplify the process with better accountable, &

   transparent service delivery system,
$ empower the community for making the change,
$ look for sustainability with quality.


Certainly, these measures will improve the 3As in respect of Water & Sanitation and further contribute for the development with better sustainability and quality of life.
