POWER CRISES - OPTIONS

Dear All

In continuation to the posting made on the power crises and article published at Down to Earth (see more at: www.downtoearth.org.in/content/out-option), i have made some suggestions which include:

The power crises (16-31 Aug 2012: Out of option)usually confined to summer has become common throughout the year. This reflects that the action plan for the POWER based on the needs of the people, industries, farmers, business and other areas is not matching. This lead for the present DARK DAYS with lower production, loss of earnings, and poor health care. Knowing the advantages and limitations of Thermal, Hydro, Gas / Bio gas, and Nuclear based power generation,certainly the SOLAR is the only powerful and environmentally friendly power source. This article has brought out the initiatives made to over come the power crises. The need of the hour is to encourage for the research in designing the cost and power effective systems and to transfer the same to the people through matching supports / schemes. The services of Civil Societies can be used for effective implementation with better utility in respect of power, cost and health.

Understanding the reality and SWOT pf Thermal, Hydro, Gas / Bio Gas and Nuclear based power generation, the need of the hour is to go for SOLAR power which is unlimited, cost effective and eco-friendly. DTE may do the needful in creating better awareness among the stakeholders, so that the present power crises can be minimized with better systems sustainable and acceptable to people as well as to the environment.

GENDER MAINSTREAMING

Dear All

It is the fact that Gender bias is the barrier to achieve the development with sustainability and quality.  It is more vulnerable in the rural environments. This stars from the family and extends to all levels. The challenges with gender bias percolates in to all areas like: health, education, employment, social traditions and systems, sports and games, and other associated issues. 

The need of the hour is to create better awareness among the targeted groups and prepare them to access their rights with better advocacy channels. 

More on this key issue will be posted to address the issues and challenges and to provide better opportunities for mainstreaming at all levels.

Displaced for Development

 Dear All

Displacement of the people / villages for the sake of development has become regular and deviates from the basic purpose with poor resettlement and rehabilitation. The comments and suggestions made on one such displacement published in Down to Earth (15th August 2012), CSE, New Delhi were pasted below as:

It is the clear cut example of low priority for the marginalized people and mismatched resettlement and rehabilitation programmes.

We have got several such examples where people were displaced for want of development for others. Certainly there is no logic in this case. The reasons for acquiring land for development is being misused with priority to outsider who wants to take out the wealth by all means. The basic definition of DEVELOPMENT do get transformed for the development of outsiders rather than the displaced / affected people. In addition, the RR Packages are not on the need based and gives low priority for the concern and preterites of the PAPs.    

This is one major issue of the people to oppose for the developmental programmes all kinds which needs land acquisition or causes pollution.

In spite all these challenges, still developmental projects can be taken up with the following measures as:

£ Plan for the need based development.

£ Assess the actual or minimum need of land required  for the actual development or project rather than its future plans.

£ Discuss with the PAPs about the plans, activities and consequences. 

£ Try to find out the alternatives or reorientation with minimum acquisition of land and other resources.

£ Use the local resources to the maximum extent with  better adaptability. 

£ Provide better opportunities for the local people to be part of the whole process.

£ Provide matching RR compensation for house, land and other community resources.

£ See that the PAPs are well placed at least what they are before the project.  

£ Other needs of the PAPs with sustainable  livelihoods with QOL.

The above listed measures and other local needs will certainly help the local people / PAPs to understand the concept and consequences of the proposed development. This further lead for their acceptance with participation for developing the wealth of the Nation.

How vulnerable are India's nuclear power plants to disaster ????????

Dear All

Thermal and Nuclear based power generation has got their own advantages and disadvantages. In spite of the power needs and crises, people in general and particularly the affected / displaced one are opposing for these to types of power generation. It is the apprehension that on long term basis this process may lead for disasters. The comments and suggestions made on this topic published in the Down to Earth (15th August 2012) of CSE, New Delhi is pasted below as:

It is clear from the article and the comments on it that Nuclear Power Plants in India are vulnerable for disasters with damage to people, their properties and environment. This is in general and more severe when the N Plans are situated along the Coast. Knowing the challenges and vulnerabilities associated with N Plants, it is advisable to look for strengthening the alternatives.
The power generation based on Lignite and coal have got problems at both the stage of mining and generation.

The challenges and vulnerabilities due to Nuclear and Thermal Power generation have been raised by the people who are going to be affected with long term consequences on both people and environment.
Then comes the question of alternatives available? Yes, we have got alternatives like: hydro based power, wind based power, and gas based power.  In spite of its best use, still there exists significant gap between the demand and availability. Though the concept of solar based power generation is well established and used insignificantly. Some of the models like solar lamps, solar cookers, solar driers, solar heaters, solar pumps, solar inverters, solar AC, solar vehicles are in use with limited use.

Knowing the potentiality and advantages of solar based power generation, the policy makers should concentrate on its implementation with cost effective models / products with subsidy / incentives to the users / producers respectively. Support should be extended to the industries to come out with adaptable products matching to the needs of the people in general and particularly in the rural villages.

Solar based power generation is friendly for the people and environment with sustainability as the potential of the source is beyond our imagination and only insignificant part of it will be used by all of us both for essentials and luxuries.

Will diesel subsidy help farmers tide over drought?

The comments made on the subject published in the Down to Earth (15th August 2012) of CES, New Delhi is pasted below as:

YES, the diesel subsidy help farmers tide over drought subject to conditions that a) rainfall must be below 50 per cent by mid-July; b) a farmer must have an operational diesel pump using a groundwater source; c) subsidy amount and the land area should be within a limit. As a policy it looks very good but very difficult at the stage of implementation and monitoring.

Framers needs power for various purposes like: use of tractors, water motors,machinery for harvesting,infrastructure for storage, processing mills,and other such uses covering production, harvesting, storing, and processing. Certainly, farmers needs power on assured basis either it is current based or diesel based. In view of the present crises of Power and Oils,and its consequences on the health and wealth of the people as well as the environment, farmers are facing several challenges which have resulted for less production or crop holidays. Under these circumstance, the proposed target of achieving FOOD SECURITY still stands as a dream.   

It there any option to change the source of power generation instead of Diesel based? Yes we, have got better option to utilize the natural source of energy to generate power for supporting the farmers for better production. Use of SOLAR energy has been proved as an alternative for the farmers to use for pumping water,and running other machinery. The policy in this direction is assured with subsidy. This type of power works for the better health and wealth of the people and environment. It only needs concern and commitment by the farmers with the assured support for development, implementation and monitoring. At the same time it is the fact that the initial cost of solar machinery is comparatively high which can be compensated with its long term advantages. Solar energy is our dream, and hope to cater the power needs of the people at all levels. Better transformation ways of technologies from LAB to LAND can effectively control the cost with better efficiency.           

Let us hope to use the SOLAR ENERGY to support the farmers in reaching the food security and for the sustainable development of the Nation.

ASSOCIATION WITH STAR YOUTH ASSOCIATION, VELUGODU.

Dear All

As posted earlier, i am associated with the Star Youth Association, an NGO at Velugodu working for the empowerment of the marginalized people covering both Kurnool and Anantapur Districts of Andhra Pradesh. SYA has done commendable work and created significant impact among the targeted groups and further to lead better living with enhanced sustainability and QOL.   

Based on its sound future vision, it is moving forward to enhance its reach both quantitatively and qualitatively. In this process it has made initiations with several stakeholders including the funding agencies both National and International for mobilizing the matching resources. While looking towards its SWOT, it has got well developed infrastructure with qualified and experienced human resources. The view of infrastructure developed at Velugodu is seen below as:

RESOURCE PERSON FOR CBR - MANAGEMENT - MAINSTREMAING OF PWDs AT DR MCR HRDI ON 7TH AUG 2012

Dear All

Today I had an opportunity of being the Resource Person for the training programme on CBR - Management - Mainstreaming of PWDs held on 7th Aug 2012 at Dr. Marri Chenna Reddy Human Resources Development Institute, Hyderabad. His is orgnaized by the DR MCR HRDI and the participants are from MEPMA (District Coordinators) and GHMC. It was quite interactive and participative. The module is to update on the need and status of CBR, Acts & Policies, Schemes & Benefits, Project Management, Resource Mobilization and other related issues.  

I will be posting more on this along with photo views.

INTERLINKING OF RIVERS FOR SUSTAINABLE DEVELOPMENT

It is the right decision to move forward with the interlinking of Rivers in our Country. Every year, all the stakeholders talks about the water crises, droughts, pollution, floods and its consequences.

Our experts have accepted to go for:

£ Rainwater Harvesting

£ Development of Watersheds and Recharge Wells

£ Evaluation and Monitoring of sources of Pollution and

£ Interlinking of Rivers.   

To some extent, the first three have taken some momentum and able create significant impact both for the people as well as to the environment. This works with limited way in the case management of floods.

The other alternative left in our hands is INTERLINKING OF RIVERS. In may results for some disadvantages but at the same time, while comparing the expected advantages o long term basis it is insignificant and most of these can be minimized by adopting suitable interventions at the right time.     

With all the expected advantages and disadvantages, we all should support and contribute for the interlinking of rivers for creating better access for water resources which certainly enhances our production for the health and wealth of the people and environment which further leads to become developed country with better Food Security.

MANAGEMENT OF DROUGHTS AND FLOODS

The article and the comments made have brought the water crises clearly and the authorities are accepting these facts. Certainly based on the ground reality, one has to accept as every one is talking the same. Droughts and Floods have become part of our life and every year we all talk about these  disasters and plan for some temporary solutions. On the face, the declaration comes with sanctions and works will be completed on war foot basis. This results for poor quality without sustainability.

In the media it is shown that some parts of the States have received heavy rainfall and damaged people, infrastructure and environment. It has become habit of talking bad when there is no rain and when there is more rains. It reflects that the problem is with us not with the nature. It is basically lack of plans with quality and sustainability.

In spite of the odd situation, some of the suggestions are as follows:

£ Assess the water needs for all purposes

£ Harvest the rainwater to the maximum extent  

£ Maintain the Greenery to control Global Warming and Climate 
   Change

£ Develop watersheds and recharge wells for enhancing the water 
   resources both on surface and at sub-surface.

£ Make initiations to interlink the rivers to control floods and 
   droughts.

£ Make plans in advance to tackle the water needs irrespective of 
   rainfall.

£ Plan for people oriented development rather than scheme 
   oriented i.e., priority for the bottom up approaches.

£ Create awareness and make them advocates to as water savers/ 
    protectors / conservators.

As a thumb rule, if the rainwater is saved to the maximum extent with sustainable measures and water resources were shared among the regions based on the needs for the health and wealth of the people and environment by interlinking the RIVERS,then it certainly leads for the meaningful management and utilization of the water resources with minimum negative impact.

This saves lot of energy, time and money for achieving the sustainable development of the people as well as the environment. It further leads to address the challenges like Global Warming and Climate Change.

With right based strategies and interventions with better participation of the stakeholders, it is possible to resolve the water cries with sustainability and quality.

SAVE RAINWATER .. DROP BY DROP .. EENADU 5TH AUGUST 2012

Dear All

Recently i had an interaction with the team of Eenadu, Hyderabad to create an awareness on the water challenges and ways to mitigate them and further to create better access for water. It is the fact that the management of water resources is very poor which creates water crises in terms of both quantitatively and qualitatively.  I have made some contribution in this direction and initiation has been made from house. No Production - No Food
No Food - Starvation
Starvation - Leads for Depression - Suicide - Death.
