Amendements in the Disability Acts

Dear ALL

In the Disability Sector, there exists several Acts for the empowerment of Persons with Disabilities. With time and development, there is a need to amend these Acts suiting to the dynamic needs of these people and their surrounding environment.

In view of the recent UNCRPD, it is mandatory to amend the existing Acts. All the stakeholders do accept for this and interested to contribute for the same. In the process of development or upgradation the existing benefits / facilities should not be ignored.

National Trust Act 1999 is one such Act works for the persons with autism, cerebral palsy, mental retardation & multiple disabilities. The draft copy of the amendment is kept in the website of the National Trust and invited comments / suggestions / recommendations etc. All the concerned needs to contribute for this.

The specific items needs to be mentioned hear like:

1. Prevention should be part of the Act only.

2. Legal Guardianship should be retained.

3. Support Decision Making (SDM) should be the option on need based in addition to the Legal
Guardianship.

Interactions with the parents and other stakeholders is going on to find better solutions for the questions raised by the people with special needs and their family members. This includes "what will happen after us?" and "nothing about us without us".

Please contribute in this direction so that these persons with special needs will be part of the community in an inclusive environment with equality & dignity as a RIGHT.

Parents (of children with mental retardation) Meet in Dec at Kakinada on 5 & 6th Dec. 2009

Dear Stakeholders,

The parents of children with mental retardation, autism, cerebral palsy and multiple disabilities living in the states of Andhra Pradesh and Yanam (UT of Pondicherry) are going to meet at kakinada on 5th & 6th December 2009. Professionals, experts and other stakeholders are going to join this event which is going to discuss various aspects like: challenges, needs, skills, acts, policies, schemes, resources etc., which are meant and needed by the children with special needs.

This event is supported by the National Institute for the Mentally Handicapped (National Institute under the Ministry of Social Justice & Empowerment, New Delhi) Secunderabad,. A.P. ,PARIVAAR, the National Federation of Parents Associations, and PARIVAAR CCH, the AP state federation of the Parents Associations.

Locally this event is going to be organized by the Vijetha, Parents Association and Umamanovikas Kendaram, an NGO working for these disabilities. Understanding the needs of the rural persons with disability (more than 70% lives in the rural area), this event was planned to organize in the rural area (which is the turning point) to be near to the individuals who is in need of services / rehabilitation.

I am associated with this event and will be posting more info after the completion of the event.

24 X 7 WATER SUPPLY

Dear All,

As indicated in the blog, WATER plays significant role in controlling the development of any area or the nation. In spite of several challenges both at micro and macro level, still people are struggling to have sustainable development so the basic needs of the people can met. In this direction the professionals, service provider, government, funding agencies and other stakeholders are putting their best efforts in developing the novel strategies with the upto date technology.

Under these circumstances, reading or listening the novel concept of 24 X 7 water supply is the real boon to the people who need it and who don't need it. In India the pilot projects have shown several limitations and several barriers exists to put it in to the reality. In spite of the ground reality, still it is the hot topic and people are investing time and space to convince the stakeholders.

As a professional, i will be going on posting information with ground reality. In the mean time, i invite the readers to post their comments / advice / suggestions / recommendations etc., so that we all put together can consolidate the info on the issues.

CSR towards the Community Development

In the process of development in view of LPG, India is achieving development on one side and another side worsening the situation. The consequence of this development is widening the gap between the rich and poor. This further results for poor access and connectivity. On the whole India reflects good development with technology which is a good sign for some one and for others who are still victims of poverty faces the negative version of this so called development. Due to this the funding agencies are changing their priorities for the most needy living in other parts. This is creating barriers for the organizations in the service sector to reach the targeted people with better service delivery system matching to their challenges, skills, needs and living circumstances. Further they are facing limitations in empowering the people for leading an independent living with better sustainability and quality of life on the basis of equality and dignity.

To get the needy support, the concerned sector need to establish system with structure so that supports can come forward with better support. The best option towards this is to be part of the NETWORKING which certainly helps for enhancing the capacities of the people and the organization.

In addition to this the other option is to go for CSR which stands for Corporate Social Responsibility. Under this it is mandatory for the Corporates to return some thing for the development of the community which has given resources for their growth and development. The NGOs can work with Corporates to get the support and thus to provide quality services with better sustainability. I will be posting more and more info on this blog so that we all can work to reach our targeted people / area.

During 17th & 18th Sep, RGNIYD University has organized National Colloquium on Strategies for Youth Empowerment. It is the most needy and grand success to get the concerned stakeholders on to the same platform. It helped to understand the challenges, GAP, requirement, followup action etc. Also passed the resolution to request for the Review & Amendment of the National Policy.

I have got an opportunity to participate in the event and present a paper on the most needy targeted group i.e., "Empowerment of Youth with Disability - A Model". In fact this group has got priority in Policy itself.

The process is going on to reach the needy individuals and looking forward to get the support from all the concerned stakeholders.

o Capacity Building trainings for mobilizing resources and its management,

o Short term training programmes for the Professionals and other Stakeholders,

o Enhancing the Rehabilitation and Prevention Strategies with multi-sectoral approaches,

o Networking for better connectivity & monitoring and thus for empowerment with sustainable development and

o HRD from Certificate to Post Graduation level including research both on regular and distance mode.

It is the fact that "Youth" is our future and paly significnat role in shaping the development of the national itself. Due to various challanges at all levles, the development has taken declined trens and the quality of life of the people is at cross roads. If this is the situation of the normal people, then it is the complex situtation to imagine the life of the youth having disability.  I am working in this direction and shortly going to present the same at the National Seminar to be held in India. 

I will be back in the last week of this month to update the outcome of the Seminar.

Networking at IWRM 2009

Recently particiapted in the International Workshop on Resource Mobilization during 25-28th June 2009. This was organized by the Reosurce Alliance. Around 240 members from 40 countries attended this event. The photo shows the Bursary Winners who attnded this event. The event was very good and helped us to updated the skills in mobilizing the resources for better sustaianbility of the organization / services.

The network with RA is very effective and helps us in developing the required capacities. Thanks for the opportunity and developed network helps to do the things in the right direction with positive impact.

Networking is the art and need of the day to be with the technology and people. Thanks for the technological development took place and helped all of us with stronger connectivity. Connectivity helps to share the information and thus enahnces the knowledge. E-communication is the best which saves both time and money. The e-search helps to get the required info sitting at any corner of the world. The right choice helps to attain the targets at right time with right approach. 

Use the techonoly (ICT) in all the possible ways for having better connectivity for doing the things at right time with dynamic linkages.

Resource Mobilization for the sustainability of NGOs.

Goodmorning.

In continuation to the process of enhancing the capacities, recently participated in the International Workshop on Resource Mobilization (IWRM) organized by Resource Alliance at Bangalore during 25-28th June 2009. In this event 240 delegates from 30 countries participated and made significant contribution for the grand success of the event.

IWRM covered all the relevant areas with case studies / success stories from different countries covering all the areas of service sector. It was nice to hear from both developing and developed countries on the same platform.

After this the process need to be continued to reach more and more needy NGOs / Individuals and other stakeholders with better strategies suiting to their challenges and working environment so that enhanced capacities helps them to raise more resources and thus for better living of the needy people with better quality of life.

More and more info will be posted on this forum.

Power of WATER in Development

Dear All

Recently as the part of training, visited one rural village which is the role model for the Community driven Development.

Understanding the key role of water for their basic survival and development, initiated the process to conserve the water what they get through RAIN. Development of watershed is one such initiation which made all of them to come together. Another innovative concept is to go for the water filter plant with their partnership and ownership. The impact is seen on the field and the beneficiary felt happy & proud to explain the whole process.

The simple process of harvesting the rainwater helps to solve the water crises and works as a preventive tool for several health issues including the disability.

We all should join the hands in supporting our counterparts living in the rural villages in improving the connectivity / access for the technological development. This further reduces the gap between the LAB & LAND.

Saving rain water at every place certainly helps to minimize the water crises and further for the development in general and particularity the rural villages which are the backbone for the development of our Nation.

I am interested to support for the cause and request others to come forward.......

In continuation, sustainability is the key issue in general and particualry the service sector. We all need to work in this direction so that the targets can be reached with sustaianble development. In this direction Moblization of Resources covering: MMM (Machinery / Materials, Manpower and Money) occupy the driving seat.  

Networking helps for capacity buidling and thus to mobilize the resources. I will be posting certain details and tips to do the same.

Life with out WATER?

Goodmorning.

Can we imagine the life with out WATER?  The most expected answer is "it is beyond imagination?".  Knowing the fact we are not realizing the situation.  Our ancients were intelligetn and lead better quality of life in the given natural environment than all of us. The reasons are very simple.  They respeted the nature and managed the available natural resources with balance. The water, the most precious one was harvested, managed and utilized with respect as it is the life saving natural resource given by the GOD.   We all know what happened from their time to till today?  Slowly, the process of Liberalization, Privatization and Globalization (LPG) was taken the upper hand with out creating balance between the advantages and disadvantages.  Finally it has resulted for the creation of wider gap between the POOR and RICH. Inspite of the better and effective connectiviety, the development has not not reached the  grass root level people.

Solution for the present water crises  and poor development is simple if we all think to create healthy environment.  Adviced by our elders, with respect if the rainwater is harvested, managed and used certainly we all can lead better quality of lfie with sustaianbiltiy.

Life Skills for Empowerment

Recently i was at RaJiv Gandhi National Institute of Youth Development (RGNIYD), Chennai attending the TOT on Life Skills.  The programme was very good and it is the need of the hour. It is for every one and certainaly works for better empowerment and thus to lead better quality of life.  As the youth is going to play the key role in shaping our Nations development, the life skills part should be intorduced in the regulay curriculum. In this direcion, i will be happy to work in providing necessary guidance for formulation and to provide training.

Abilities Melas are the need of the hour for the Empowerment of PWDs

Goodmorning.

The urgent need in the process of Empowering the PWDs is to show their skills which mostly leads for their revenue generation and thus economical empowerment. In addition to the on going Melas, probably we all need to think this as a process instead of an event.  

In this direction, the need is to move towards the concept of cooperatives by the PWDs / Parents / NGOs etc. To increase access, cooperatives need to be planned at all levles including: National, State, District, Mandal and even at Villages level. All the concerned authorities or consumers can support this concept by alloting certain products based on their skills and local needs.  This certainly helps both the groups i.e. producers and consumers. 

There exists several successful examples before us starting from the level of Colony / Housing Society itself.

HRD in Disability Studies IGNOU

Happy Ugadhi.

IGNOU with the support from RCI is woking for enahncing the HRD in Disability Studies.  In continuation, it has orgnaized First Regional Workshop at Chennai  with the participation of all the stakeholders from the southern part of India.  

I attended this event as a Resource Person and made presentation on " The Challenges, Gap & Needs of HRD in the state of Andhra Pradesh" and the same was well appriciated.  Also helped to prepare the action plan both on short term and long term basis.  

The event was grand sucess and came out with specific positve actiona plan.

Empowerment of Women with Disability WWWCON 2009

Happy Ugadhi.

In continautin to the postings, during 20-22 March 2009, attended the "World Women's Wellness Congress 2009" held at Chennai. 3000 delegates from around 40 countries attended this event and worked for the grand success of this. It was excellent and came out with positive action plan making the whole thing as a process. 

In this i participated as the invitee / speeker and made presentation on"Impact of Disabiltiy on Women Development - An Empowerment Model" and well appriciated by the particiaptn as it is very specific and most needy one. 

Looking forward to work for the empowerment of the people in general and particularly the WOMEN as it is the backbone for the development at all the levels............

WOMEN EMPOWERMENT

Presented paper on Barrier Free Environment at IGNOU National Seminar March 2009

Dear ALL,

In continuation, participated in the National Seminar organized by IGNOU at its Campus, New Delhi during 5& 6 th March 2009. I made a presentation on BARRIER FREE ENVIRONEMNT FOR BETTER ACCESS FOR EMPOWERING THE PERSONS WITH DISABITLIES.  It was well appriciated and made to thinks as the needy one. 

The Seminar was very good and the recommendations emerged are partinent and looking positive to provide better services to the PWDs and able to reach the unreached.

Looking forward to have several such  events and thus to create strong plotform to share the views from all the stakeholders............. 

NEED OF DISTANCE EDUCATION IN THE FIELD OF DISABILITY

Dear All

It is the fact that the EDUCATION is the most powerful tool in empowering the people to get their entitlements as a RIGHT.  This helps the people to know their needs in the given environment and thus to be in the mainstream with better awareness & productivity. 

Due to several factors, majority of the children are not getting the access for the basic education inspite of the slogan of "EDUCATION FOR ALL".  The institutional based education has become so costly with poor match with the local environment.  Under these circumstances, the option left out is the process of taking the educaiton to the door steps of the needy indviduals which is known as DISTANCE EDCUATION.  Government & private sectors are doing their best to popularise this mode of education as the resources for institutional based model are not sufficient to reach the targetted people. 

In the case of Special Educaiton to work for the empowerment of the People with Disabilities (PWDs), the problem is more serious and that is one of the strong reason for not getting the professionals in general and particualy in the rural villages where around 70% of the PWDs live.  In this direction, RCI is doing  its best to popularise the mode of distance education throguh various universities, institutes and selected NGOs.  To bridge the GAP existing between the avaialbiltiy and demand for the professionals, more and more NGOs should be given permision to run the study centres.  In this direction, self is doing his bit to popularise this process by motivating all the stakeholders. 

We all need to work in this direction to enhance the strength of the professionals so that the PWDs can get training and rehabialtion services matching to their challenges, skills and needs and to empower them for leading an independent living with better sustainability and quality of life as the productive memebr of the community.
