ABSTRACT

The available resources have not reached the targeted people due to the limitation of service delivery systems which are mostly dominated by top down approaches. The Political interest and Private interest are dominating the interest of the Government which is expected to work for the people oriented development. The poor compatibility among these key players gives low priority for people’s interests and concentrates more on their own business oriented interest. The service delivery cost is quite high compared to the benefits delivered to the people and thus lost the basic purpose of development. The challenges with the key players are many and finally affect the development of the people as well as the Nation with vulnerabilities, marginalization, isolation, violence, crime and poor quality of life. The emerged solutions as an opportunity are many to transform the challenges into strengths and thus create positive attitude with environment for healthy and wealthy living with better access, inclusion, and empowerment. The Civil Society Organizations working very near to the people have got opportunity to coordinate the key players with partnership on long term basis. The suggested model is simple and it only needs positive orientation with commitment from all the sectors for creating an opportunity to the common man to access the benefits of the development by living at any corner of the Nation.

Statement of the Problem


The Service Delivery Systems mostly dominated by top down approaches are unable to cater the needs of the people at grass roots and thus affects their development, sustainability and quality of life. 

Recommendations

To continue the process of people oriented development with better sustainability and quality, recommendations emerged include: 

1. Encourage and Empower the Panchayats with resources to work with innovation and creativity. 
2. Give an opportunity to CSOs for developing themselves as a professional institute and to work on partnership basis.
 3. Priority for the developmental activities / projects which are healthy and wealthy for the people as well as the environment. 
4. Create opportunities for product making, marketing, brand value, and safer disposal. 
5.  Effective mechanism to protect the people and Nation with systems, rights, justice, security, equality, and dignity with better accessibility and affordability.

I have got the opportunity to mentor this Kinnera Welfare Society for the overall development. I this process, joined the celebrations made on the eve of INTERNATIONAL DAY OF ELDER PERSONS 2017 on 8th October 2017.
