RESPONSIBILITY Vs SECURITY

Dear All

It is the fact we are all moving forward for leading better living with quality of life. In this race, there is a less priority for the values, ethics and relationships. This leads for creating gap between the rich and poor, conflicts, migration, health hazards, disasters and further consequences. In spite of this unpleasant or unhealthy environment still, there is way to come out of this situation. 

The buzz words are RESPONSIBILITY & SECURITY which needs to be given priority while working at all levels. More postings will be made on this in due course of time.

RTE WITH RTI

Dear All

In continuation, Right to Information (RTI) will be the powerful tool for the effective utilization of the Right to Education (RTE). I am going to be part of the RTE Seminar to be held in the month of October 2012.

It is the known fact that RTE insists for Free and Compulsory Education (FCE) and allotment of 25% seats in all unaided private school (except unaided minority schools) for children from underprevilages background.

Some of the challenges of RTE in the State of Andhra Pradesh include:

• 12 Lakh children are out of schools

• slow in implementation

• in spite of Supreme Court order, private schools response is very poor for allotting 25% of their seats for the children from underprivileged background

• Govt not ready to fund the studies of these children in private schools

• as per the GO, private schools should need to open gates for underprivileged children only after all the seats in neighbouring govt schools got filled

• this GO is the major limitation for the admissions and advantage for the private school to deny the admissions for this group of children

• some looks for these children as charity rather than their right

• poor monitoring of what the schools have been doing

• most of them feels RTE as a SSA

• no redress mechanism exists for parents to express their grievances

• no blue print of the planning is given to the schools

• poor awareness among the parents who should avail the benefits

• several other issues.

These are the real challenges for the poor implementation of the RTE. When RTI is added with RTE, hope many of these challenges will be resolved for the effective implementation of RTE.

In spite of the positive hope, still AWARENESS ON RTI & RTE is on the top priority.

More will be posted on these key tools for the mainstreaming of all the children irrespective of their backgrounds in general and particularly the one with special needs.

UTILIZATION OF RIGHT TO INFORMTION ACT

Dear All

The Right to Information (RTI) Act is the powerful tool in the hands of the people for accessing their rights at right time. It has been enacted in the year 2005 and in the last 7 years it has moved very less in reaching its aims and objectives.

The reasons are many but the real fact is that the people were denied their rights for leading better living at all levels. Then the question comes whom to blame or who are responsible for this lag? The answer ends at PEOPLE only. The logic goes like this: when the top down appraoch (TDA) has got some limitations, the bottom up apraoch (BUA) should be active in overcoming the limitations. This is the right path all the developmetal works inclung acts, sytems and strategies. 

More will be posted on this key issue with possible solutions.

SYA WITH BLOGGER

Dear All

In continuation to the need of better connectivity, Star Youth Association (SYA), Velugodu has made the initiation of starting the Blogger. It is the positive sign to move towards the technological connectivity for reaching the stakeholders with better access and transparency of services what is is extending to the targeted groups. 

I have supported and made a comment to move forward with need based strategies and interventions matching to the skills, needs and vulnerabilities of the targeted groups. In continuation to the comments made just now,if the cost of construction of toilets is the real estimation, then the same logic should be extended for the planning of other schemes in genral and particularly the fixing of POVERTY LINE. How far the guidelines of the Total Sanitation Campaign (TSE) are matching with this?

Standard estimations with guidelines helps the people to understand the reality and to follow the same at all levels with better acceptance and participation.

Yes,the article on "Planning Commission's new toilets: lessons for us" (15th June 2012 DTE) is the reality and we all should accept with out any scope for confusion.This artice has brought the reality before th eyes of the people and otehr readers. Now the question is who is spending who's money for who's comfort. Who fixed the guidelines and justification for doing such technological innovtion.How such things were accepted in its auditing? 

It is the department who has fixed the rate of Rs, 28 / Rs 32 for rural and urban individuals to fix thier fate well know as POVERTY LINE. Any justification for fixing such rate or spending lavishly for latrines?  

Now the people and people's representatives should see the reality before fixing the line of POVERTY.Let live in the reality before fixing the same.

CHILDREN ONCE AGAIN

Children are the future leaders of our Nation and they have to be protected with all the needy supports with better sustainable and quality. The comments made on one such challenges of the children   (Down to Earth, 15th June 2012) is pasted below as:

Congratulations to the Author and other team members to create such a significant change (DTE 15th June 2012: Children once again)in the lives of the chidren both from the traditional marriage and literacy.

Though it is from UP, several states have suh challenges with the children both at marriage system and education. Due to the acts and policies many have changes their attitude towards these two evils. 

Now this is the role model to come out of these two evils and to move forward for the better living of the children in general and particulry the female children. 

Now the Right to Education (RTE) is the powerful tool in the handls of the children, their parents and other stakeholders to utilize the benefit of Free and Compulsory Education (FCE)to all the children of 6-14 years.Yes, NGOs play a key role in this direction covering identification, assessment, training, mainstreaming and monitoring. Under Rajiv Vidya Mission (RVM / SSA, NGOs have got the opportunity of running Special Training Centres (STCs) both on residential and non residential (RSTC / NRSTC)for mainstreaming of all the children who are out of the school due to various reasons like: child labour, disability, hiv/aids, dropouts. orphans and any such vulnerability. Many such schools were running by the NGOs and doing thier best in mainstreaming as per the guidelines.

Hope such arrangements can be made in the study area sothat the supprt extened by the Government can be effectively utilized for the benefit of the children who are the future leaders of our Nation.Certainly this further leads for acheveing the development of the people as well as the environment with better sustianbility and quality. 

In due course of time,all such challenges can be minimized with effective participation of the community and other stakeholders.

RESOURCES FOR PEOPLE

Dear All

Resources are essential for the living and development of the people. It is the fact that in the country, we are having required resources to cater the needs of the people. But the problem is with the greedy of the selected group of people who grabed and stored the resources by creating scarcity for the common public. This is an artificial and business oriented process which made the development confined to the selected people and area. This further creates the gap bewteen the poor and rich and further continues to make poor further poorer and rich as richer. This results for rivalry, conflicts, migration and make the whole system ineffective to cater the basic needs of the common people matching to their needs, skills and vulnerabilties for leading better living with quality.

The consequences of the over exploitation or mismanagement or business to business (B2B) are seen on the ground with wide publicity in the media. In spite of the acts, policies and guidelines, still the common man is suffering to access for needs of basic living.     

Then the question comes what to do to create better access for resources to all the people? In spite of the odd situation, still we all can move forward with better strategies and interventions for achieveing sustainable development with quality. Some such includes:

  • Awareness and orientation towards their rights  
  • Mapping of the Resources with better access and transparency
  • Assess the needs and availability of the resources
  • Use the technologies for better distribution system
  • Adopt community based initiatives at all levels
  • Improve the effectiveness of the Social Auditing
  • Use the resoruces for the development of the people and environment
  • Stop the exploitation
  • Balance the resources for the need based development rather than commercial by the outsider who do not have interest for the locals
  • Crete platforms for common sharing and contribution
  • Look for creative and innovation in the proposed strategies nd interventions
  • Be an effective contributer rather than utilizer alone
  • ...................... many such simple measures.....
helps us to utilize and manage the available resoruces for the need based development.

Ones every one starts working for the need based development, hope the RESOURCES will be managed effectively for the health and wealth of the people as well as environment. This certainly move to say DEVELOPED rather than ageold DEVELOPING.......

NGOs at UVARD AGM

Dear All

The NGOs working for the training & Rehabilitation of the persons with special needs have created a common platform of UVARD for addressing their issues for getting sustainable soultions with better security.  
 
 
It had its AGM on 3rd June in Hyderabad and i had a chance of associating with it. They are ready to cater the matching services & supports to the targetd groups but constrined with the reesources.
 
 
In spite all the challenges, the group is ready to move forward for the inclusion of these targeted groups with empowerment.
 
 
Some of the suggestions emerged out of this meet inlcudes:
  • Enahncing the membership
  • Make better accountability at District level
  • Use the technologies
  • Create evidence based strategies, interventions, documentation, presentations and other needy one
  • Efforts for the implementation of GO issued for the flow of 3% of Grants from other Ministries to the Disability  
  • Look for resources from other departments / industries / corporate mostly under CSR 
  • Prepare self for the ONLINE Systems
  • Plan for Year Activity Plan along with the Annual Calender for better connectivity and motivation

The concern and commitment of the group is high and appriciable as disability is the priority and it works as a barrier for the development.
 
 
In view of the fact that POVERTY, DISABILITY & DEVELOPMENT are the cause and consequence of each other, disability gains top priority and all efforts to be made for the INCLUSION of this group at all levels and to move towards the DISABILITY FREE NATION.
 
 
Looking forward for creating barrier free environment with better access as a RIGHT.

WORLD ENVIRONMENTAL DAY 2012




Dear All

From the media, it is evident that we are all very much concerned with the ENVIRONMENT and ready to work for its health and welth. The reality is that this is becoming ONE DAY event and having a limited move towards making it as a PROCESS. This results for limited scope for getting sustainable solutions.

Today in the print media, this issue has been highlighted with activity organised by severl groups. In spite of the best awareness and advocacy at all levels, still the issues were not coming into safer limits.

For example see the situation in Hyderabad which burning with the issues like: transportation, pollution, water, sanitation, housing, and their consequences on the health and wealth of the people as well as on environment.

Some specific challenges includes:

·   Hussainsagar Lake has been filled with pollutents with threat to people and animals.

·   The position of Musi River which has been transformed into a nala with pollutants.

·   The water crises is alrming and its consequences are going to lead for health hazards.

·   ............................. the list contiues .....

In spite the worst situation, still it is possible to to improve the health and wealth of the ENVIRONMENT and further PEOPLE.

Majority of the issues are revolving around the water resources and the priority should be to enhance the water resources. In spite of the ever increasing demand of water, still there exist several proved strategies & interventions for enhancing the water resources both surface as well as the ground water.

Good beginning has been made to preserve & protect the lakes and other water bodies and more needs to be done. In addtion, the process of Rain Water Harvesting (RWH) has been initiated but could not me made it effective.

At this stage, we can not blame any one except ourselves as pollution is made by some of us and majority is facing its consequences.

In spite of all these challenges and barriers, still there is a way to move forward when all the stakeholders have concern & commitment for enhancing the health & wealth of the ENVIRONMENT.

Let us specify to act on two things as:

·   Preserve, conserve and protect the existing water bodies and

·   Implement Rain water Harvesting as a habit by all.

Certainly, by these two measures, the water resources will be enhanced and further will improve the health and wealth of the ENVIRONMENT & PEOPLE.
