         Unethical way of exploiting the natural resources with mad rush for business oriented development has lead for several vulnerabilities for hazards & disasters which are complex and dynamic affecting the health & wealth of the people & environment. Some are irreversible reducing the sustainability & quality of the development. The Clean India Campaign is the need of the hour and everyone should participate with concern and commitment. The concept of Clean India should be seen as two faces of the same coin to clean physical environment and governance – systems. The Strengths, Weaknesses, Opportunities & Threats (SWOT) Analyses of Clean India reflects that present situation has affected the health of the people & environment on one side and development with poor sustainability & quality on the other side. As a solution, community initiatives with better coordination along with Civil Society Organizations (CSOs) & (Panchayat Raj Institute (PRI) helps to resolve the issue with better problem solving solutions as managers of the model of Design, Implementation, Monitoring & Evaluation (DIME). Mobilizing the resources with better Availability, Accessibility & Affordability (3As) with the use of technologies helps to improve the Responsibility, Accountability & Transparency (RAT). It is the qualitative with interactive & observational study with samples from the states of Andhra Pradesh and Telangana. The conclusions made are very much pertinent and give clear picture about the frame work of proposed and expected. Recommendations have been made for effective participation with the use of research and technologies which are expected to create effective service delivery systems with good governance.
