ABSTRACT

          Disability, Poverty and Development are the cause and consequence of each other which further deepens the poverty with vulnerabilities which are complex and dynamic in nature. Under these circumstances and in the absence of matching services, supports, protection and security, the Children with Special Needs (CWSNs) do face several challenges to be part of the inclusive community and thus forces them to be isolated and marginalized including invisible at all levels. In spite of several Disability Acts and Polices which supports for Disability Legal Frame, Training, Rehabilitation, Schemes and Benefits, still CWSNs are facing several challenges to be in the mainstream like their normal counterparts in the same community. In addition, increase in disability population alarms the stakeholders that the existing prevention measures are not effective. The study reveals the challenges of the CWSNs and ways to transform them into opportunities with need based strategies and interventions. Community Based Rehabilitation (CBR) having several advantages works for effective mainstreaming as a part of community development. The limitation of having less human resources of CBR can be minimized with the combination of regular and distance mode of special education. The suggested measures have been tested, implemented and monitored in both urban and rural environments and are flexible, scalable, replicable and sustainable.
